Rotterdam city council is choosing to provide good-quality support for homeless people, and almost 90% of Rotterdam residents support this choice.1 No one should have to sleep outdoors in our city, although in practice it is sometimes difficult to convince confirmed care avoiders to come to shelters. However, simply providing a roof over someone's head is not enough to get their life back on track.
